Roy's player wasn't paying attention and missed out on it. The DM simply neglected to mention that he could take one... That's most likely, considering the conversation going on at the time would be pretty distracting to both.

He's balancing on the dragon. Balancing characters are flat footed. Unless Roy has Combat Reflexes, he cant take AoO's.

where was Roy's AoO for X grabbing the crown? i guess that means X has the feat chain to snatch items.

DM ruled that Roy couldn't make AoOs on account of balancing on the dragon. Note he didn't take one against Finger of Death in an earlier strip, too.
