Yeah, it's from "The Complete Kirk"
Which is selling much better than its follow-up, "The Complete Picard".

Likely because in that book Leadership is a required feat, and there are rules for having your cohort do everything.

Oh come on, "The Complete Picard" is the better of the two supplements, at least it has a few int based skills. :P

Pffft. Only CK has "Craft: Improvised Gunpowder Weapons from Primitave Components".

Not to forget awesome new bardic songs.
As if The Complete Kirk didn't also have web enhancements for the bard.

The real drawback to The Complete Kirk is the PanGalactic Child-support Payment Affiliation.

Actually, I think you'll find that Complete Kirk's version is just a reprint of the same rules, with the online errata, from The Complete MacGyver.

"The Complete Sisko" keeps the int-based skills around, and re-introduces the but-kicking commander skills (and gratuitous hot babes) from "The Complete Kirk" :).

And yet, despite the quality of the book, no one seemed to buy it. ;)

Nonsense. The Complete MacGyver was the published leftover material from Tome of Battle: The A-Team; not to mention that The Complete Kirk is a 3.5 update of a OD&D(1966) sourcebook.
