I think it will have significance that they are always only mentioning Haley and Roy and never Belkar. Couldn't it be that Haley and Belkar have split, and they already now about the halfling?

And another thing to consider: Belkar would be pretty useless in Azure City, since his Mark of Justice would still make it impossible for him to fight against goblins.

Or maybe they just think that Haley is less likely to get rid of Roy's corpse than Belkar, so they are safely assuming that she's carrying his body.

Though, thanks to the mark of justice (bluff or not, Belkar believes it), Belkar is actually less likely to get rid of it than Haley (who just wanted to stuff it in one of her bags of holding, but Belkar insisted for it to be transported by hand).

Our DM allows us six whole words a round.

Waiting while people carefully craft those six word sentences slows down the game a lot more than actually playing by the RAW would.
