Doesn't Belkar still have that Mark of Justice on him, that prevents him from attacking anyone within the city? If so, that'd make him a particularly ineffective resistance fighter in this instance.

As I recall, the other half of the Mark's restriction would mean that if he goes on a reconnaisance mission of any great distance, he'd have to bring Roy's corpse with him.
