I think as far as "true power," Belkar was setting up Her Gothiness for the surprise attack.

I can't imagine him passing up such a great opportunity to make a joke like that, especially if the "fact" that Shojo took advice from a cat was common knowledge.

Other than (hopefully) being Belkar's new animal companion, I think Mr. Scruffy is just an ordinary housecat, not some awakened/extraplanar being.

Given how many attacks that cat seems to have (look at the multiple SCRATCH attacks while Tsukiko merely manages one free action (screaming for help)) the cat HAS to have class levels ;)
