I see a great set-up for Belkar's ultimate redemption, and a chance for some genuine character development.

Which Belkar will summarily reject, and just go ahead and kill the thieves. Probably with his metaphorical green stick.

I'd guess a bait and switch redemption. He gets the mark removed, or something like it, and refuses to fight (because he's given up his old ways) until Haley admits they need bloodthirsty Belkar ...

I do't see Belkar refusing to fight once the Mark of Justice is removed. He is going to be back, he's going to be mad and going to take it out on anyone near by. He is a viscious little scrote.

SSSSSSoooooo...... maybe the Southern Pantheon realized that having the Mark of Justice on Belkar has been benefiting the Snarl. Thus they sent over the Fox (or maybe monkey or the Raccoon) to remove the mark and trick Belkar into thinking he was Redeemed when he wasn't.
