Belkar might also be Chaotic Neutral instead of evil. He thought Miko would lose her paladinhood if he provoked her into killing him (althought that might have been Belkar's low intelligence). Blocking her detections might have been Belkar's way to provoke her into thinking he was evil.
 

Belkar suffered no ill effect from Unholy Blight. I think it's fair to assume he's evil. :)

Also, I think Belkar probably has a decent Intelligence. Using lead to block detection requires some brains. I think he just tends to live by his guts...and since his Wis is poor, that gets him into more trouble than one usually associates with smart characters. :)

He's a ranger, so he doesn't need Dex to power his TWF. If Belkar was using finess, his combat effectiveness would be on par with pre-PrC Elan since he'd be doing around d3 per hit. Since Belkar apparently hurts people/things with his attacks, it seems pretty clear that he is strong.
 


I am pretty sure Belkar is using short swords.

I recall during the conversion to 3.5 the comment of "Oh, weapon shrinkage" by Haley I think.

Yeah, and daggers now do reduced damage based on size as well (whereas in 3.0 daggers did the same damage for small and medium creatures).
 

The thing to remember is that Belkar was an effective build... and then 3.5e came along and shrank his weapons.
