So Open Minded immediately grants you +5 skill points. If you take it at 1st level is it included in the x4 skill points at 1st level (for a total of 20 bonus skill points)? I would rule that it doesn't but was wondering if anyone more versed in the rules than I had a RAW interpetation.

The Skill Summary section of the PHB (pg. 61) states that the multiplier applies to the characters 'base allotment' from his class, his Intelligence bonus, and the bonus point for being human. It doesn't mention multiplying bonus skill points from any other sources ... Of course, within the core rules, there are no other sources of skill points. But, IMO, the onus is still on the new rulebook to state that the multiplier applies in a new case it's created; since the feat description says nothing of the sort, I would suggest that the multiplier does not apply.
 

Not having looked at the FAQ for an answer - and not trusting the answer I found there anyway - I would say that it does not multiply as well.

Having said that, however, I realize that I have typically allowed the +1 SP per level for Nymph's Kiss (BoED) to be multiplied if taken at level one. But I still think that at level 1 it is a cheap trick to get 20 SP so I wouldn't do it.
 


As per the section in the PHB on leveling up, skill points are assigned to your skills before feats are chosen, so I would have to say that the skill points from Open Minded (and Nymph's Kiss, sorry) can not be multiplied at 1st level. YMMV.
 

You select your feats after choosing a class (which is when you assign skill points), so no.

The same, btw, would apply for feats that give you new class skills.
