No idea about the prerequs, but with these abilities, even +2 metamagic (and thus 2 rounds of casting time) would make it too strong IMHO. No prerequs below level 15 could change that.

Ya know, everytime I think about buying that book a thread about this feat pops up and I buy something else

Ok. I can see this feat is a tiny winny bit out of control. (Understatement)
So to make this build more user friendly. Lets do this then:

Feats:
Ashbound, Spell Focus (Conjuration), Augment Summoning, Beckon the Frozen, Words of Creation, Song of the Heart, Celestial Summoning Specialist, and Imbued Summons.

So instead of the Greenbound template we add Good aligned creatures to our summoning list. Which I feel is a good substiture and makes the original build more DM acceptable.
