So this stone gives +1 caster level. What exactly does that mean?

Does it just increase duration etc. or does it give access to higher level spells?

Whenever you are casting a specific spell, every time the description uses your caster level treat it as 1 higher. That affects several spell effects such as range, duration, damage, number of targets, depending on the spell of course. It also affects caster level checks, for example for Spell Resistance.

Your general spellcasting abilities, such as spells per day and spells known, are unaffected because they strictly depend on your level in the class. Normally the caster level is the same as the level in the spellcasting class, unless you exactly get a bonus to it from a magic item or similar.

Nothing is said about access to higher level spells, so you don't get them. (Being a cleric with the Healing domain doesn't grant you access to 2nd healing spells on reaching cleric class level 2, does it?)

Personally, I think the SRD is clear in this case, but then I usually don't recognize loopholes or unexplained things in the rules.
