Order to simultaneously triggered reactions?

No, it's the thing about "I rolled lowest for initiative. So I'll delay till after my rogue buddy, who rolled highest."
After the rogue acts, "I'll ready."

I'm leaning towards init modifier, too .. but tiebreaks could still be a headache.

Unfortunately, there's simply no way to go about eliminating some form of random chance when two characters are equally speedy. If the two characters are on the same side, perhaps one could purposefully hold off on the attack for a moment to let his partner go first, but if the two are enemies, I think the die should do the talking.

And if the enemy acts before then, he's lost an entire turn for vanity. <shrug> I don't see the problem.

Anyway, there's no official way to decide, so it's entirely up to the DM.
 

After Initiative modifier, you move to Dexterity Modifier. If they are still equal, flip a coin.

I'm trying to recall MTG Judgment days, in multiplayer games, and interrupts, and drawing a blank. At least in MTG, you could call it on snap.
 

Dex modifier shouldn't come into it .. since the method for settling ties while rolling initiative just say roll off.
That's not what I'm concerned about.

It's what happens to their initiative values afterwards.

Two guys roll off 'cos both their actions trigger.
Person A wins, so goes first, then his initiative gets set immediately after the trigger.
Person B goes second, then his initiative gets set immediately after the trigger, which is before Person A!

See the issue?

No? Person A's action resolved. Then Person B's action resolved. Their initiative order is set when their action resolves. Thus, it goes:

Trigger
A
B

Simple.

Correct. This is how it would break down.

You have a Trigger.

Player A beats out Player B and resolves his action, and is placed in Initiative Order directly before the Trigger. The Initiative Order is now:

Player A
Trigger

Now, Player B resolves his action, and, again, is placed in Initiative Order directly before the Trigger . So the final Initiative Order becomes:

Player A
Player B
Trigger
