Just a FYI on something I have come across - MS Pocket Reader. It is for E-books but with the FREE OverDrive software you can make your own e-books. It could be used as an alternative to PDF.

MS Reader for the PocketPC (iPAQ, etc.) is a *very* good program. There is a version of Acrobat Reader for the PocketPC, which is also a very good program, but unfortunately, screen space makes some documents in PDF format somewhat problamatical. I have a whole bunch of modules, etc. in PDF format that I've tried on the PocketPC with varying results. All the documents that I've tried in MS Reader format work well. (Of course you don't get the same kind of graphics support in Reader that you do in Acrobat).
