IANAL, but I think if she was talking about sexual affairs of hers in a voice that you could here and THAT made you uncomfortable...

So far, ph34r has the best advice. Although, if you want to be more nonconfrontational, then requesting to move your desk would be better.
 

As an attorney, I can tell you that the most reliable way to deal with an offensive coworker is as follows:

1. Plan your revenge --- physical violence, destruction of property, mass spam attack, whatever. Something you can do completely by yourself.

2. Get your story straight. Make it good.

3. Tell no one.

4. Take it to your grave. This is the hard part --- to enact a vengence terrible in its beauty, and yet never to share your triumph with another living soul.

Man, my job would be so much easier if everyone followed plan-story-silence-grave.

Regardless I'd suggest the purchase of a decent audio recording device. Gather a greatests hits collection of her more annoying calls.

Well if you want to shut her up, take the phone out of the picture.

Unplug the cable and put a few pieces of tape over the contacts, and then plug it back in. That way every thing looks good to go, only no phone. That or plug her phone into someone else's jack and their phone into hers. That way they get her calls and she gets theirs. That would take them awhile to figure out.

Now that is kind of funny, but really won't change anything in the long run. If her language is offesive to you then talk to HR. Now I know it is a situation similar to running home to momma, but it is effective. At that point you can pitch it as harassment, and as we all know companies take harassment VERY seriously. Besides that way you are talking to people outside of your immediate superiors. Which is even better because then you can mention that you are dissatisfied with management's response, or lack thereof, to this VERY serious situation which is dramatically hindering your work.

But that is just a thought.

If you want her just fired and don't care the cost to your integirty you could wait until she has left her desk and then send some nasty e-mails from her account to some very important people in the company(this may backfire so I wouldn't recommend this) If you don't mind temporarily transporting illegal substances around, you could help someone "find" some narcotics in her desk.

That, or to be equally annoying call some of your friends and complain about her to them, in a loud voice. If you can feel her watching you just say, "Oh don't worry she is too busy talking on the phone to hear me, I wish she'd just work."

Ask to have your desk/cubicle/whatever moved.

If going to your boss doesn't help, go to your boss' boss. Going over one persons head can be dangerous, but this might be worth it.
