While the premise of "normal person tries to escape from disaster using everyday items" is pretty interesting, and probably worth a mod (though probably a full game based on escaping from a disaster would get boring)... it seems to me that perhaps they could have picked a less emotionally charged setting, so to speak.

I'd say using the events of Sept. 11th as the setting was chosen for pure publicity, which it'll certainly get.
 


It's not any more tasteless than the THOUSANDS of other 9/11 products out there.

Would reading a book about a 9/11 survivor's escape be tasteless? Would watching a movie about it be tasteless?

There are plenty of other things out there that capitalize on tragedy. Should we stop playing Axis & Allies because it trivializes the millions of people who died in WWII?
 

From a game POV I think it's interesting - though I don't own UT2003, so I doubt I'll actually play it. As long as the mod isn't tasteless (say, like, finding a picture of Annie Frank in an attic on a map of Medal of Honor) then it's not a problem.
