Outsider wings and a Monk

Lets say I have a Aasimar Monk. For my 1st feat i go celestial bloodline and for my 3rd Feat i go Outsider wings. The Races of Farun book says a characters flying speed with the wings (with average manuverabilty) is their base speed. As my Monks base speed improves whould my winged speed increase as well?

The monk gets an enhancement speed bonus, it doesn't actually add to it's base speed, so I would say no.

Are Aasimar different in FR? They don't get winds in the MM. Or are you talking about Avoriels (the winged elves)?

Just reading the monk ability, it looks like the enhancement bonus to speed applies to all speeds, not just land speed. So it would even apply to aswim speed (gained via magic for instance).

The wings are from the Feat Outsider Wings, its in "Races of Farun"

Ah. In that case it looks like per the RAW the speed is increased. The monk's ability grants an enhancement bonus to speed, it does not specify ground speed only.
