Can a Tomelock get any ritual spell with book of ancient secrets? In AL are you bound by PHB +1 rule?

It says that the first two can be from any class list, so it's implied that other can be as well. While I don't play AL, I'd assume that you are still bound by PHB +1 for the initial two, and that you'd have the same restrictions that wizards have for scribing spells into their spellbook for others you find.

You are always bound by the PHB +1 rule. Except for
Backgrounds since you can create your own custom background in the PHB
Book casters aka wizards can swap spells or find spells. It does cost downtime and GP to transfer to spell book.
If the season makes an exception.
