Paladin's Sacred Circle

The Paladin's Level 2 Utility Sacred Circle has the Implement keyword, even though an Implement won't effect the power in anyway.

Is this just a typo?
Or is there a reason behind this?

Just because there isn't an implement in the PHB that can affect the power, doesn't mean there never will be. A later book might introduce a Symbol of Protection, for example, with a Property "When you use this symbol to create an effect that gives an AC bonus, that bonus is increased by +2."
