I use a Culturial Homebrew pantheon which is loosly based on the babylonian/sumerian Mythos, with some Celtic, Newhonian and Chitionian influences.

20 major gods with various demigods, divine heroes, major spirts etc.Humans and Demi-humans worship the same gods.

For example Enkimdu is the god of the forge, and all things related to it, as well as the creator of the dwarven race. He is venerated by anyone who works metal.
 

I prefer a compact pantheon, with various gods being the same being, but known under different names by different races / cultures. Dragonlance, Al-Qadim and the Scarred Lands are decent examples.

I hate having six to ten gods each representing the exact same thing, but this one is the 'elven' god of thus-n-such, and that one is the 'egyptian' god of the same damn thing.

It makes the gods that do exist seem more special if their aren't eighty of them running around, and every race / culture adds a dozen more...
 

Here is the Pantheon in my campaign.

The Allfather: Creator of the World. Maker of Magic. The Wander.

Mother White: Goddess of the Sun. The Winged Lioness. Patron of Paladins.

Mother Green: Goddess of the World. The Wild Goddess. Patron of Druids.

Mother Black: Goddess of the Moon. The Battle Hag. Queen of the Dead.
 

Bugbear mentioned divine heroes. I kinda like this concept -- almost like ancestor worship in asia.

I've heard some interesting things about Dieties and Demigods, perhaps there are some rules in there that could be mined to implement such a system?

That'd rock, IMO. :)

In the DDg system, Divine Rank 0 beings are divine heroes or Quasi-Deities. They can't grant spells, generaly don't have worshipers, but have one or two Above normal Ability scores.

In UR, they are usualy the offspring of a deity and a mortal (kind of like Hercules from the TV show). Generaly a bit more powerful than the aventurer types, but not excessively so.
 


A compact pantheon is one that is closed and bounded.

An open pantheon is one such that for every god that is a member of that pantheon, there exists an epsilon greater than 0 such that all divine creatures within a distance of epsilon of that god are also members of that pantheon.

A closed pantheon is one that is not open.

A bounded pantheon is one where there exists a limit M such that the potency of every god that is a member of that pantheon is less than M.

An unbounded pantheon is one that is not bounded.

We can classify various pantheons as follows:
- Norse: closed, bounded.
- Buddhist: open, unbounded.
- Taoist: open, bounded.
- Judaeo-Christian/Muslim: closed, unbounded.
