Paragon Path Power Levels

Note that there are Daily Attacks in Martial Power similar to the Caiphon power in effect.

So would you guys suggest just keeping the mechanics for Student of Caiphon identical, and just calling the 20 Utility a 20 Attack instead? I guess that works, but the Caiphon's Hungry Mercy Power really does not say "attack" to me. Shrug.

There are a number of "attacks" that are similar to utilities. There are cleric and wizard powers that do no damage, for example. Creating a wall can be a daily attack or it can be a daily utility, depending on the type of wall. For martial characters, a stance can be a daility utility or a daily attack. Heck, in some cases, like dispel magic, the utility has an attack roll involved. The warlock has a daily attack power at relatively low level that just gives him THP and a damaging aura.

BTW, what effect are you looking at that wants to know if it's a utility or an attack power?

Interesting. So, in that case, do all Paragon Paths have 11 Attack, 12 Utility, and 20 Attack?

To my knowledge, yes. However, I could not tell you definitely offhand.

The reasoning is that your Paragon powers are in addition to you class powers; the a Wlk/SoC/whatever has one less Daily Attack than would be expected, and one more utility. You still have the same number of powers overall. In general (but not always, as WalterKovacs points out) utilities don't directly attack an opponent, while attacks do. That's why it probably isn't a big deal to leave it a utility power.

If the label matters to you, go for it. You could call it a level 20 aardvark if you wanted.
