It occured to me today that rather than setting a crawl/drag speed, you could simply say the movement is the functional equivelent of climbing along a hortizontal rather than vertical surface. The lack of leg help and lack of gravity could even out, and DC set based on how much stuff there is to grab and drag yourself by. This could work for a very short term paralyzation with no time to learn compensation. It would also allow some use of his stat and skill investments, and make movement a chalange rather than flat penalty.
