It's the smaller publishers, a lot of times, who put out modules that rely heavy on those rules. A lot of smaller publishers get thier leg up with adventures, and since WotC was hoping 3rd Parties would pick up the slack (oh, and MY editors know how to spell Implant, Chuckie boy) on the adventures, the best way to do it is make the rules available to those who want to write compatible rules.
Just keep on writing. If you don't tell them you're interested, how are they supposed to know?
