Nope. The become humanoid (planetouched) and not outsiders. They are subject to anything that affects humanoids and outsiders.

The rules for the "lesser" races on Player's Guide to Faerun specifically state that they should be used instead of the normal races. That is there should not be lesser drow and the drow from the MM in existance at the same time.

It is a means of having a non-LA race.

Well, it does cost your first-level feat (Dragonwrought is a feat, not a chooseable race). And Great Wyrm Dragonwrought Kobolds only have, on average, about 5-10 years left to live.

But yeah, it is kind of a no-brainer.

A feat that gives you +9 worth of stat adjustments? No one would ever take that if they could have Toughness instead! :p

That's about 5-10 average campaigns. More than enough time to amass a ton of treasure and become a dracolich.
 

Draconic template gives a +2 Str, +2 Con, +2 Cha bonus, +1 LA (one of the better +1 LA templates)

Fire-Souled template (from Dragon magazine) gives a +4 Cha and the Leadership feat (I believe that one is a +3 LA).

They've got elves for every stat combination in that setting.

thats not exactly true. most elves take -con. and i don't their is are any la0 elves that get a +wisdom.
