As someone who doesn't DM, I think that its perfectly fine...if warranted. Any PC purposfully being a goober (for lack of a nicer term) should expect a warning, and then a smackdown. Atleast from me anyways.
It can sometimes cause game shake-ups, but in most cases, there's already a game shake-up when there is PC-PC animosity, and then some people are expected to take crap from the other PC simply to avoid PC fighting. It don't work like that for me. My characters are always open minded, and will take a little heat, but if its a regular thing, that usually trancends characters from campaign to campaign, then said parties should go ahead and break out 4d6 and start rolling.
So in short, is PC fighting a good thing? No, but a player shouldn't have to take crap from another PC just because the DM doesn't like PC fighting. If he has a problem with it, he should take care of the problem before it degrades into scrapping.
