Very useful indeed, but it's difficult to buy scrolls in our setting, and these require spells I can't cast. I could ask help from the Druid for the first, anyway...

I have always played as Monte's suggestion. After all, he was the author of DMG so I thought no one else knows better the meaning behind the ambiguous wording :)

What does Monte say about it?

He says "freely accepts" means "accepts and costs nothing".

And just because he was the one who added the word to the 1E item description when it was updated for 3E, people take his word for it...

My opinion is that if the author says it works this way, it is true. What else could it be, HE wrote it!

Of course, whether it was a good design idea to make it work this way or not, that is a very different topic... :)

And if the playtesters assumed it to be differently from the authors intention, played it differently and clarified it later differently... ;)? Hehehehe.
