Permanent Linked Portal?

One of my players wants to make a permanent circle for the linked portal ritual. What would you charge. My first instinct was the cost of an 8th level magic item, but that's only 3400. It seems light to me. I also thought about 10x the ritual cost (6800). Anyone have thoughts?

So you're just talking about making a telportation circle, not actually a permanent portal? In that case here's what I'd do. Every teleportation circle has a unique sigil sequence. I'd assume this sigil sequence is discovered by special research, such as studying stellar alignments, surveying the area's geomancy, finding suitable spots on ley lines, etc. I'd use a skill challenge over at least a month or so for the players to figure out the exact sigil sequence they will need. Then for the actual creation of the circle I'd require the enchant item ritual and something like 5,000 gp (the cost of a level 10 item).

That's not what they're asking for, though. They players aren't asking for an always-on portal that they can teleport to without any additional cost or ritual. They're asking for a permanent circle that can be used as the target of a teleportation ritual. They'd still have to perform the ritual any time they wanted to get to the circle.

Really, though, just impose whatever limitations you need in order to keep permanent circles at the level of rarity appropriate to your campaign. I would guess that that is why WotC didn't give any rules for their creation- it's totally up to the DM and dependent on the campaign world.

Another possibility (although I confess it does borrow a bit from Stargate) would be to say that permanent circles are relics of a bygone age that can no longer be crafted. However, they can be acquired and moved to a different location. In this case, your wizard would need to research the locations of lost circles or find circles he doesn't mind "liberating" from their owners. That could make for some interesting plot hooks as well, and places their rarity completely in your hands.
