Yes - here's the answer:

Click on "My Account" in the menu at the top of the screen.
Click on "Create a pet" on the bottom of the left-hand menu.

Apparently it also costs Morrus 10 points per day that Rufus stays in there.

Only for temporary stays. If you're actually selling the pet, it doesn't cost (but you don't get the pet back!)

This is the very first paragraph on the Information page for Petz:

This community is running virtual pets, known as "petz"; petz are available to Community Supporters only. A pet is much like a familiar. Below is some information to help you understand what petz is and how you can use it. You can create a pet from your user control panel if you are a Community Supporter.
