If it refreshes, there's an added benefit of being able to effectively have multiple wizard spells cast in a given day, you just have to spend 15 minutes refreshing the spell-slot.

Hmm... actually it should be possible to use it like that...

Because otherwise the spell would be useless to begin with (preparing Anyspell as 3rd level domain spell, then casting it, already empties the slot for the day, but it obviously can be used again... with the then prepared wizard spell).

So a Cleric may prepare a few Anyspells with their regular spells but may only have one Arcane spell prepared in their 3rd lvl (or 6th for greater anyspell) Domain slot at any one time (i.e. per encounter heh). I thinks I got it. ;)
