I was wondering about this, too, because there aren't anything like touch attacks anymore... Somebody must have been writing a little too much 3.5 material- "Unusual" writing for the powers. The Encounter Attack shoot be written as "Melee Touch" with an Effect line denoting that you can fly twice your speed before making the attack. (Compare Powers like Deft Strike.)

Okay, but how do melee touch attacks differ from ordinary melee attacks? It's an attack roll versus a defense. There isn't a touch AC, Fortitude, Reflex or Will, so I can't see what is in that particular distinction... Is touch some sort of keyword introduced in Player's Handbook 2, because I don't remember it from Player's Handbook?There are numerous melee touch powers. Majority of druid beast form attack powers are melee touch attacks.
