Lots of privateers as well. Dutch, English, French, and Spanish are all looking for easy pickings.

Mutineer slave ships with all African pirate crews could be a fun twist. You could involve triangular trade in a number of twisted ways.

Throw in a whaling ship or two - maybe a crazed captain seeking one big whale. I think it would be fun to throw in lots of historical fiction references Dafoe's Crusoe, Melville's Moby Dick, Treasure Island, etc. There are some great older 16th century books about mythical kingdoms in the carribean that were big sellers in France and Holland. Heck, throw in the Black Pearl while you're at it.

Navigation maps would be treasures into and of themselves - and exploration could form a big part of the game.

Captain Henry Morgan was a bit too early for your time period, but throw him in as well - he's just too fun. Edward Teach (Blackbeard) and his burning beard is a must, pretty boy Bartholomew Roberts, and Anne Bonny.

Do not forget the "pirate code" usually credited to Bartholomew

1. All important decisions to be put to a vote.

2. Any man caught stealing shall be marooned.

3. All pistols and cutlasses will be kept clean.

4. No women allowed on board.

5. Any man who deserts ship in battle shall be put to death.

6. All crews quarrels will be settled on shore.

7. The captain and quartermaster to receive two shares of the booty; the master gunner, and boatswain, one and a half shares; other officers one and a quarter shares; all others, one shares each.

8. Injuries to be compensated. Any man who loses a limb in battle shall receive extra booty.

You might want to read some fiction, though -- Rafael Sabatini wrote some great pirate fiction. I'd especially recommmend Captain Blood and The Black Swan. There's also an Erroll Flynn movie of the former and a Tyrone Power movie of the latter, if you want to save time (and in the case of the latter, get a radically different story... :( ) Of course, my favorite Sabatini book is Scaramouche which was set during the French Revolution...

I have been tempted to have the game set in the 1600's with Morgan, the Spanish Treasure fleet, Tortuga, etc. I have a idea for a evil Spanish Admiral, his hulking brutal second in command, and his mysterious Mayan wife.

Then you absolutely MUST read On Stranger Tides by Tim Powers a must for any Pirate Fantasy Woefully Fat is one of my all-time favourite characters.
Synopsis:
The year is 1718. Blackbeard still terrorizes the Caribbean sea, one of the last pirates to challenge the reign of King George.

3. Attacks on Fortresses to rescue NPC X
4. Encounters with Hostile Natives (who turn out to be the good guys)
5. Encounters with Voodoo Priests and Zombies
6. Uninhabited, Monster infested Islands
7. Lost civilisations (El Dorado maybe)
8. The Bermuda Triangle
9. Sunken Treasure and other Underwater Adventures
10. The Politics of Spanish-English-American conflicts (Privateer and Spy!)
 

You need ninja pirates. No, really. Think about it. Imagine looting a ship without the crew noticing anything other than a ghost ship nearby. :)

Tonguez - seeing as Skull & Bones was largely inspired by On Stranger Tides I heartily second your recommendation. Unfortunately, it is presently out of print which can make it tricky to get a copy of.

Let's see - I also recommend 'Roll out the Guns'. For a quick history primer, you can't go wrong with Osprey's Pirates 1660-1730.

GMS and I are doing a Skull & Bones PDF support mag called Buccaneers & Bokor. If we can pry Ian away from Mongoose for a while [Conan don't you know] we'll have him write some more material as well. They'll be a free preview on Green Ronin's site in a couple of weeks here.

Finally - I like the way you think, Pogre. You'll like S&B. One of the adventures I'm working on for the mag involves being sent by the voodoo loa Agwe to rescue an albino sperm whale calf...

...and here I was going to bring up Buccaneers & Bokor, and plug it as a regular forthcoming source of adventures and ideas, but I see that my shipmate has already done his duty.

One of the things that *I'm* working on for the first full issue (available from RPG Now in October) is a random adventure-hook generator, which should come in handy.
