At 7th level? Both the Abyss and the Nine Hells would tend to be... unpleasant for characters around that level. If you're playing it realistically, there isn't going to be much of a safe haven in either to keep them from being immediately harried and then overwhelmed by fiends.

Honestly, the place to put them at that level where devils and demons might be involved would be Sigil. There they could meet all sorts of extra-planar denizens without it being immediately fatal. And there is plenty of information on the City of Doors out there that you can use. And if they gain a few more levels, then they can actually go to more exciting locales like the Lower Planes...

Since the lower planes are also infinite, there are bound to be places off the "beaten path" where a lower level adventure can be had. Some terrain where the fiends don't congregate for example.

Assuming they don't attract attention on purpose of course.

If you don't mind throwing in some heavier Planescape assumptions, you can always have some sort of merchant town, where non-natives are encouraged to come trade, so the fiends get money (or souls, etc). Still very dangerous (especially if you don't know the cultural "rules") but at least you won't be likely to be overwhelmed by a horde of fiends charging across the horizon with the smell of your blood driving them.

Well the Abyss is hostile on all Layers and not all the layers are infinite. Demons are also infinite and you are going to find them everywhere. In Baator the only thing that is infinite is the Sky. The Landmasses there do have limits.

Still Hell is the safer place overall. Just forge some papers that say you are allowed on the layer you are on and avoid Bone Devils. (Who are the one's whose job it is to check those papers and make sure they are valid.) Or contact a devil and get deal with them to get Temporary Passage in the 1st Hell. After which you should find out were the Dark 8 are. The Dark 8 are ranked high enough that they can get permission from the Archdukes to allow mortals passage through the hells. (Minus the 9th no mortals are allowed there except by Asmodeus's Permission) Likely you will just have to fight in the Blood War for them for a bit.
