Agree with the above posters - keep it extremely short initially, plenty of time to elaborate later. As the campaign progresses, I usually provide another page, never longer, on details of the new town they traveled to, or lore they have researched or anything else related to the campaign.

So we have a ever growing file of information on the setting, its people and history that is accessible by all. And the fact that it comes page by page when required is easier to consume and easier on the DM work load.

A good way I've seen done is also to include some of the fluff in the crunch. Like a list of Pathfinder traits available for that campaign that each has an in world example that mentions a person or place etc.

E.g. Student of Flame: You have studied with the master evoker Venter in his school at the foot of the volcanic Mount Zenith. +1 damage to fire spells.

Then the players acquire knowledge while reading through on character building.
