The Kyngdoms of course! And what's more, it's available on our website in its entirety, absolutely for free! We will also be releasing the first adventure of a trilogy in the next couple of months and you can always drop in published adventures (though that will require a little effort on your part, depending upon the adventure).

Since you can view it all, it's worth checking out at least...

Of the other stuff that is around, I'd suggest Freeport, which I absolutely love. Unfortunately it's out of print (AFAIK), so you'd have to look around. It's also 3.0 (there has been talk of upgrading it, however). The thing is, it has an excellent atmosphere and offers a slightly unusual flavor to a campaign.

There's also the Blackmoor setting, though this also comes without any particular support (beyond the entire d20 community ).

But, as far as I know, it was not released yet. Forgotten Realms and Eberron are too high magic to met your requirements.

That depends on what he means by High Magic. Magic is very common in Eberron. So, if high magic means lots of magic, Eberron isn't what he's looking for.

However, if by High Magic he means common powerful magic, Eberron fits the bill. There aren't a lot of powerful spell casters in the setting (most NPCs are lower level, and a large majority have NPC classes or NPC classes mixed w/PC classes), so powerful magic tends to be either in the hands of the BBEGs or PCs.
