while MY perception (based on the DM's not being able to handle its POWER ;) ) would be a 10.
No doubt.
Strongest feat in the game, and unbalancing.

Problem is, you gotta dedicate SO many feats to the combo that there's really not much else he can do.

Minimum CHA bonus of 4 (18 score).
And that really doesn't justify al those feats.
I'd recommend minimum of +5 bonus.

Course, with +13 bonus it gets sick, or +47 with the current build of Mok-Tar (In-Character SMACK thread), you can see it's POWER. ;)

And the Sage only confirmed the FAQ in saying that Divine Might only is a free action (or actually "not an action)

Since the two feats use the same verbage, it's the same for either.

My pair of pennies...

Since the sage's ruling on Divine Might has thrown consistency out the window already, this argument does not logically apply.

I said 6. Powerfull on the right character, but its requirements are high enough to prevent most from going for it. Not even all paladins would choose this over mounted combat/holy sword.

He didn't confirm it, he took what the book said, threw it out the window, and then created his version:)

I am pretty sure the Sage simply forgot to read the section Divine Feats at the top of the second column of page 19 in DotF before ruling. His answer makes sense if you read the feat description only -- sufficient for adjudicating most feats. Unfortunately that gives exactly the wrong answer in this case.

It has a lot of pre-requisites, so it should be powerful. However, I think the benefit should be based on paladin or cleric level, and not Charisma. It's too easy to munch an ability score, and it also doesn't say a +5 limit (unless I missed something).

I'd say the min charisma for this is 20. Typically this feat is acquired around 9th level when charisma is around 28 at best. You can take shield expert to use your shield as a weapon without losing the massive AC bonus and you can load up on the non enhancement bonuses. Double damage on a charge with smite and you can hardly miss. Get some fighter/templar levels for bonus feats and you can focus, specialize, improved critcal and max out 2-weapon fighting which escalate the value of this feat. It becomes exponentially better as you increase in level and charisma.

I rated it an 8 because it is a very specialized feat but its better than any other feat you could choose if you are set up for it.
