Poison crafting: how and where?

First, where are the rules for crafting poisons?

Second, what is the cost when crafting? Is it 1/25th the market price?

Complete Adventurer has what you want. The cost when crafting is variable, depending on how available the DM says the raw materials are. But it's generally around 1/3 the base cost, per the regular crafting rules. Not sure where your 1/25th figure is coming from.
