Polymorph and Equipment - the other way

If a man in robes polymorphs into a dragon, the robes merge with him for the duration of the spell, and when he turns back, he's still wearing robes.

What about when a dragon polymorphs into a man? Is he naked, or can he turn into a man wearing (non-magical, non-extraordinary) clothing?

What if he turns into a man, puts on clothes, and then turns back into a dragon? Do the clothes merge with his natural form until next time he turns into a man? Do they not merge and get ripped into shreds?

I would say he is naked. The spell does not specify being able to emulate equipment.

If the dragon puts on clothes after the spell is cast, then the clothes were not included in the casting, and they would rip when he turned back.

The question is, if you put adamantine bands around a dragon polymorphed into a man, do you get 2 half-dragon pieces when it changes back?

For decency's sake, let him have clothes. I think a wizard polymorphing into a bugbear will also get his loincloth! If you don't give them clothes, we will have D&D X-Rated faster than you can say "Tonker"
