The first thing I thought of when I read the OP was Final Fantasy III. There were 3 levels to most spells in that game (Fire1/2/3, Life1/2/3, Cure1/2/3, Ice1/2/3, etc.) I've always liked that SNES game, but I don't know how I would like it on pen-and-paper.
