The descriptive text at the start of each prestige class talks you through ways you can simulate the concept without actually applying the prestige class. In general terms, the Paragon is a fighter-paladin; if you really want to play the class to the hilt, turn the page and try the prestige class.
The pre-req for the Paragon is indeed Weapon Specialization. He is, after all, supposed to be the paragon of fighter-paladins; he would not be complete in his training without the keystone ability of fighters, specialization.
There's a couple of goofs in the book, but that isn't one of them...
