You don’t have to be able to use them every round, but if having them doesn’t change the way your character behaves on a round by round basis, I wouldn’t consider that a meaningfully different feel.

The only thing in 4e that might meet this criteria is at will powers and defender marking. Everything else is once per encounter or once per day.
 




In theory land the crit fishing to balance decided upon big booms is nice...

Honestly - a high level champion with a flame tongue may put nearly everyone else to shame.
4 encounter powers and 4 dailies at high level in what is very possibly 4 fights a day... shrug I disagree

Still not changing the class on a round by round basis. Not like you can use the same power again and again.
 



The extra fighting style is nice, but other than that, it's a dull sub class.
I think all the abilities are nice. Boring yes, but the extra crit chance and proficiency to anything physical, and limited fast healing are all very nice abilities.
 

Hmmm. Champion + Flametongue + GWM. I think I'm on to something that will compete with any battlemaster I've ever seen.
