Prestige classes for neutral wizard

That depends on a lot of things. Some are:

What level is he now?
Is he a specialist?
What are his skills?
What are his existing feats?
What are his stats?
What "kind" of wizard is he? Scholar? Artillery? Buff-meister?

Most importantly, what do you want him to be able to do in the future?
 

Alienist.

No more fiendish or celetial templates for your summons. they come from places where the great wheel of morality holds NO power. Heaven and Hell will both fear your command of forces and things beyond the comprehension of Gods
 


Wizard of high sorcery (Red Robe), but is from Dragonlance

You gain 10 spellcasting levels and the secrets of the red robes are good, specially magic of indepence (your spell are more dificult to dispel) and pure magic (half the damage you deal with spell is arcane energy, not subject to protection from energy or resistances)
 


Go the good ol' Loremaster. Over 10 levels you get the equivalent of 5 feats and the bard's Knowledge (everything) bardic lore ability, and a few handy abilities like free identify and bonus languages. But my mind was really made up when I found out it had 4 + Int bonus skill points per level. Who can't do with a few more skill points?

Alienist is also fun, the downside being its strengths are focussed on summoning, which wizards aren't optimised for (unlike druids).

Alienist can certainly be a lot of fun - I've definitely enjoyed playing Agar (high-level Diviner/Alienist/Planeshifter from Piratecat's game). With its idiosyncrasies, Alienist gives lots of opportunity for roleplaying, too, if that makes a difference.

Elemental Savant is very nice. Not a great gain in the first 9 levels but the 10th level with change to elemental type is very good. Worth taking from 1 to 10.
