Price check, register four! (Items that grant feats)

I've introduced an item into my campaign that grants the Spell Focus: Evocation and Improved Spell Focus: Evocation feat to its owner. It must be held in the hand to function. Are there rules in the DMG for how to price items that grant feats? Is there a similar item in another source?

I'm thinking it should be worth around 12,000gp. It's clearly better than Gloves of Arrow Snaring (4,000gp, requires the hand slot) and an Ioun Stone of Alertness (10,000gp, no slot).

Any thoughts?

... which effectively give out Spell Focus. Oh, under transparency, you'll want to look at:

For the purpose of psionics-magic transparency, psychokinesis powers are equivalent to powers of the evocation school (thus, creatures immune to evocation spells are also immune to psychokinesis powers).

So, for 8,000 gp, you can spend an amulet slot to get a +1 bonus to your Evocation spell DC's. And that's RAW. You want a +2 bonus? Well, the standard progression is base * Bonus^2, so you're looking at an estimated 32,000 gp.... when slotted.

As a slotted item, a feat item is worth approximately 10,000 gold plus 10k per feat prereq.

I'm thinking it should be worth around 12,000gp.

Note that the above suggestions are for slotted items. Yours are unslotted, and so should be more. I'm unsure if 16,000 to 24,000 for +1 is too high. I think I'd be okay with 12,000gp since you have the caveat of "in hand" (i.e. some would say the hand chakra). For the greater spell focus (+2), I'd say about 20,000. They should not stack, btw.
