I assume it'll work like the Utility power that turns you into a mouse, giving you a bonus to Stealth. There'll be some Utility Beast Form powers that allow you to shift your speed, ignoring difficult terrain, and letting you fit anywhere a small animal would fit, kinda like the Watersoul Genasi racial power.
