How should the feat Primordial Surge and the Genasi Racial power Promise of Storm interact?

Promise of Storm is an encounter power that ends at the end of the players next turn.
Primordial Surge grants Temp HP whenever you successfully use a Genasi racial power.

What constitutes a successful use? When you activate the Promise of Storm with the minor action? When you're allowed to deal the extra damage with a lightning or thunder power?

RAW, it is probably when you initially use the power. That keeps it the same for all of the possible genasi powers. That said, I can't think of a way for you to NOT be successful in that aspect...
