I was thinking not ray exactly (ranged touch attack, no ST), but a teensy fireball that only affects one creature (so allows ST for half damage). Assuming the bady makes his ST half the time, at 3rd level it would average just over 7.5 points of damage, while Magic Missile would average 7. Inded, there is a ray of flame spell in the SC. Stops at 5d6 and has a short range.
At any rate, I believe the prismatic ray's random effect does affect character with more than 6 HD, which is in line with other prismatic spells. I just gotta sell it that way.
And that is a 3rd level spell pared down to first. If doing that doesn't go tooo screwy, then paring down a 7th to 5th by: dropping the auto-blind by two levels, targeting only 1 creature, and requiring a RTA (while my tiny fireball would generally always hit) seems spot on.
