Problem character...

Through the use of Four Color To Fantasy and some magic items, a player of mine has legally given his 8th level character about +45 in both Hide and Move Silently. He also has a speed of about 120. Add to this the extremely chaotic nature of the character.

Basically, I do not see how I can realistically prevent him from going wherever he wants without getting caught. He can also turn into a bird and has a good Disable Device (Open Lock), which makes such a task even harder. I could easily have dogs and such detect him with Scent, but he's already gone by then.

Thankfully, he couldn't kill something if his life depended on it.

Can anyone suggest in-game ways to make his character less of a pain? Thanks.

Tremorsense should be able to detect him. I don't have my rulebooks with me but since creatures with tremorsense detect things by the vibrations of someones footfalls neither skill would help against a creature with that ability.

You could also create zones where anything that passes through without speaking the command word is outlined in Faerie Fire. Try to hide while you've got greenish flames flickering all over you. :-)
Not even someone with invisibility could hide against that.

Have a Druid with the Track feat go after him. They may not see him but they'll see where he's gone. If his tracks go to a tree and don't leave then there is a pretty good chance he is in the tree. Cast Entangle on the tree to keep him from escaping and then cast Flamestrike on the tree. I don't have my PHB with me but if Faerie Fire is an area effect then the same Druid could use it on the area he thinks the Rogue (or whatever he is) is hiding. Once the Rogue is outlined and entangled there won't be any escaping.
