A group of street toughs in Hawaii who run rackets at night and surf during the day. They are infamous for cross-dressing as Hula Girls.

The groups name: The Coconuts. Perhaps?

This sounds like an interesting premise. Were you just using it for a home game, I'd recommend Agents of Freedom as a resource for it. I just had one question on tone. Obviously it would be over the top the top and tongue in cheek, but where did you imagine it on the sliding scale of silly vs. serious? I'd imagine it could do either or some of both.

I think it could go either way; although, I have a preference for serious campaigning.

FYI... I do love movies like True Lies and Die Hard.
 


Apart from the futuristic setting, this sounds a lot like the 1980's TV series Cover Up.
Thanks for sharing that link. It sounds a lot like my premise. Simply take it from the mid-80s to 2025 and/or later. Add a soundtrack that remixes Miami Vice and James Bond with Firefly and XXX.

"Dani Reynolds is a photographer. Her life changes after her husband dies. She learns that he wasn't the mild-mannered man he said he was but that he was, in reality, a government agent. When she finds out that he was murdered, she recruits a former Vietnam Vet named Mac Harper to help her find her husband's killers.

After doing that, Henry Towner, her husband's boss, offers her her husband's job. Basically, she continues being a photographer and Mac acts as one of her models. Towner sends them anywhere in the world where there are Americans in trouble, criminals that need to be apprehended, or enemies of the U.S. that have to be stopped. They act pretty much on their own.
