This doesn't seem to cover weapon breakage rules... which category do those fall into?

So far, those are allowed. Since those are DM calls anyway, it'd probably be good to always make sure PCs are aware of any additional rules like that before the game started. (Although personally I don't think those rules fit very well within this setting.)

Btw, just since it wasn't officially mentioned, this proposal passed on Oct 1.
