Does this spell work against all summoning spells? Namely, would "Creeping Doom" work against a person protected by this spell?

Protection from Evil protects against summoned or conjured creatures except for good elementals and outsiders. I would say that the bugs from Creeping Doom are neither good elementals nor good outsiders and thus recoil from Protection from Evil.

As a total aside which deserves its own thread, reading the other three protection spells list a different type of summoned or conjured creatures that are protected against.
 

I believe Protection from Evil would prevent the insects summoned by Creeping Doom from touching you. Quoting from the SRD,

"Third, the spell prevents bodily contact by summoned or conjured creatures. This causes the natural weapon attacks of such creatures to fail and the creatures to recoil if such attacks require touching the warded creature. Good elementals and outsiders are immune to this effect."

Interestingly, Protection from Evil is an exclusionary protective spell. In other words, it hedges out everything *except* good elementals and good outsiders. In contrast, the other Protection spells provide inclusionary protection. For instance, Protection from Chaos,

"As protection from evil, except that the deflection and resistance bonuses apply to attacks from chaotic creatures, and chaotic summoned or conjured creatures cannot touch the subject."

It seems that Protection from Evil offers more comprehensive hedging than the other Protection spells.
 

I bet that's just a "spirit of the law" thing there. IMC, the protection spells are the same, but hedge out different alignments and the other do-hickies.

I've got quite the vocabulary today, eh?
 

It's up to the DM but by the rules it seems to be exclusionary.

It sort of makes sense in that good monsters summoned won't hurt the good cleric that summoned it but evil monsters will hurt who ever displeases them. So good can be all touchy feely and evil is hands off.
