Psionic Artificers without action points?

I'm working on a (more) psionic version of the artificer class for a psi-based game. I started with the variant from Magic of Eberron, and have converted most of the infusions and such to a psionic equivalent, with power points and powers known and such. I've run into a bit of a snag, however, and am wondering if anybody can think of a good solution.

The problem is that the game doesn't use action points. The ability to spend an AP in a pinch to activate an infusion with a one-round casting time is a core ability of the class, representing that bit of mad genius that saves them when their lives are on the line. I'd like to keep that idea, but the game doesn't use the AP mechanic.

Since it's a psionic class, I've considered using the psionic focus rules, but I'm concerned that's not enough of a limitation. It's not all that hard to regain your focus, and it's not a long-term cost like spending an action point is.

The best solution I've come up with is to add a metapsionic feat, Rapid Infusion. It would reduce the casting time of a psionic artificer's infusion to a one-round action, at a cost of +4 PP and expending their psionic focus. That puts a limit on how much they can do it, as well as how powerful an effect they can get, since it increases the cost of the power.

The other solution I've been considering is adding an augmentation to any powers with a long casting time that reduces the manifestation time to one round. This would increase the power of the artificer, since it wouldn't require a feat or the use of focus.

Which method seems like it would work better to everybody?

Action points represent a limited resource -- so just make it a 1/day ability. At higher levels, increase this: make it 2/day at 7th, 3/day at 14th, and 4/day at 20th level.
