Well all I can do is quote the PsiHB, p. 41 in the Psionic Combat in a Nutshell sidebar...

"Psionic beings defend against psionc attacks by making Will saves. The attacker sets the defender's Will save DC with a d20 roll + the DC modifier (see Table 4-1) + the attacker's appropriate ability modifier (determined by the attack mode used)."

It is in part the numbers that I'm concerned about

So I attack someone with an ego whip and they use empty mind so it is: d20 + 3 (my dex modifier) +1 for empty mind

Or say a mind blast attack with Tower of Iron Will defense
d20 + 2 (my Cha mod) -1 for Tower of Iron Will, If I succeed at the attack it does a 1d4-1 cha damage (1d4 for success -1 for 1 mental hardness provided by tower of iron will defense)

Does this seem correct?

Yes, looks good, though Errata says Tower of Iron Will grants 2 mental hardness.
