Psionic Creatures, Limit of Powers

Am I reading the rules correctly that a HD 4
creature can manifest its chosen Level 6
Power freely, and still only be worth a CR
of HD + 2 = 6.

I wouldn't want to run into a HD 4 creature
with eg. the Disintegrate Power and receive that
little XP for my effort.

Any errata concerning this ??

there's an optional rule in the PsiHB errata that basically said an optional limit would be to limit a psi-creatures at will powers to 3x a day (attk modes are interchangeable with each other, so if you had 2 attk modes that would be 6x you could use one of them if you wished, same for defense modes)

About the max power level

I see people complain about this all the time. I could create a magical demon that can cast Miracle at will if I felt like it, and using the Dragon Magazine Guesstimator it will have a low CR.

None of the monsters in the PsiHnd have abused this rule. Only the low HD creatures actually use the highest level power available.
